Central Water Commission is a premier Technical Organization in the country in the field of Water Resources since 1945 and is presently functioning as an attached office of the Ministry of Water Resources. The Commission is charged with the general responsibilities of initiating, coordinating and furthering in consultation of the State Governments concerned, schemes for control, conservation and utilization of water resources throughout the country, for purpose of Flood Control, Irrigation, Navigation, Drinking Water Supply and Water Power Development. It also undertakes the investigations, construction and execution of any such schemes as required.

Organizational Set-Up

Under the existing organizational setup, the Central Water Commission is headed by a Chairman who also holds the status of Ex-officio Secretary to the Government of India. It has three Technical Wings, namely :

Designs and Research Wing

Water Planning and Projects Wing

River Management Wing

Each of the above wings is headed by an Engineering Officer designated as Member with the Ex-Officio status of Additional Secretary to the Government of India. Members are assisted by officers of the rank of Chief Engineer, Director/Superintending Engineer, Deputy Director/Executive Engineer, Assistant Director/Assistant Executive Engineer and other Engineering and non-Engineering supporting staff in discharging the responsibilities assigned to the respective wings.

A Human Resources Management Unit headed by a Chief Engineer looks after administrative and accounts matters, overall technical coordination, training of officers and staff of the Commission and vigilance matters. In addition, a Central Training Unit located at Pune and headed by a Chief Engineer conducts training courses for the inservice engineers of Central and State Governments.

To bring this National Organization closer to the States thirteen Regional Field Organizations have been established at Bangalore, Bhopal, Bhubaneshwar, Chandigarh, Coimbatore/Chennai, Delhi, Hyderabad, Lucknow, Nagpur, Patna, Shillong, Siliguri and Vadodara, each headed by a Chief Engineer.

The Commission has a staff strength of around 6000 of which about 3800 are in the field organizations, in addition to a large number of work charged staff.
